A Professional Partnership for Experienced Construction Consultants

Benchmark Lead Consultants is an Associate Consultant model that enables experienced, self-employed construction and real estate professionals to deliver public and private sector consultancy under a procurement-ready brand — without entering employment. Associates retain full professional independence while accessing Benchmark's brand infrastructure, project pipeline, and professional indemnity coverage on a project-by-project basis across England and Wales.

The model is designed for MRICS, FRICS, CMIOSH, MAPM, and similarly qualified professionals with typically 10+ years of post-qualification experience who have the expertise to deliver exceptional consultancy but lack the brand positioning, framework access, and procurement infrastructure needed to win that work consistently as an independent practitioner.

Unlike traditional employment, umbrella companies, or unbranded subcontracting, the Benchmark Associate model provides a credible, professionally presented consultancy identity backed by ISO-aligned quality management, centrally maintained professional indemnity and public liability insurance, and positioning on public sector construction frameworks, competitive tenders under the Procurement Act 2023, and direct client appointments — while the Associate remains self-employed and in control of which projects they accept.

Associates operate across healthcare, social housing, local authority capital programmes, education, and private commercial sectors — delivering consultancy through Benchmark's four core service lines: CDM Principal Designer, Employer's Agent, Lead Consultant, and Project Management.

This is not employment. It is a professional partnership built on mutual credibility, shared quality standards, and a commitment to setting the benchmark in construction consultancy delivery across England and Wales.

From Expression of Interest to Project Delivery

The Benchmark Lead Consultants Associate Consultant process is straightforward, transparent, and designed to set professionals up for success from their first engagement. There are five stages.

Expression of Interest & Vetting

Submit your expression of interest with your CV, professional qualifications, and areas of expertise. Every application is reviewed personally by Mark Evans MBA CRE, FCMI, Director of Benchmark Lead Consultants, and assessed for alignment with our four service lines — CDM Principal Designer, Employer's Agent, Lead Consultant, and Project Management — and our quality standards.

Associate Agreement

Once approved, you sign our Associate Consultant Agreement — a clear, fair document that sets out the terms of engagement, fee structures, brand usage rights, confidentiality obligations, and mutual responsibilities. The agreement confirms that Associates are self-employed professionals, not employees, and are engaged on a project-by-project basis with no obligation to accept any given appointment. The agreement is designed to protect both parties and ensure that every Associate engagement meets the professional standards Benchmark Lead Consultants' clients expect.

Induction & Portal Access

You receive access to the Benchmark Associate Portal, including branded document templates, quality management system (QMS) procedures, project management tools, regulatory reference materials, and our construction knowledge base. A full induction — covering brand standards, QMS compliance, reporting requirements, and client engagement protocols — ensures you are ready to represent Benchmark Lead Consultants from day one.

Project Engagement

As projects arise that match your skills and availability, we offer them to you. You choose which projects to accept — and you are free to decline any appointment without obligation. Engagement terms, scope, and fees are agreed before each appointment.

Delivery & Quality Assurance

You deliver the work to Benchmark Lead Consultants' quality standards, supported by our QMS, branded templates, and quality assurance guidance from Mark Evans MBA CRE, FCMI. We handle client invoicing, contract management, and quality assurance reviews — ensuring consistency, compliance, and professional standards across every engagement. Associates invoice Benchmark Lead Consultants for their agreed fees; Benchmark invoices the end client under its own commercial relationship. All deliverables are issued under the Benchmark Lead Consultants brand, backed by our professional indemnity and public liability insurance.

Professional Infrastructure

Professional indemnity insurance, public liability insurance, employer's liability insurance, relevant professional accreditations, ICO registration for data handling, and procurement-ready documentation — including pre-qualification questionnaire (PQQ) responses, capability statements, and policy documents — are all maintained centrally by Benchmark Lead Consultants. Associates deliver under our professional umbrella without the cost or administrative overhead of maintaining these individually.

Which Construction Disciplines Does Benchmark Lead Consultants Work Across?

Construction Project Management & Contract Administration

Experienced project managers with a demonstrable track record of delivering construction programmes across public and private sectors — from RIBA Stage 0 feasibility through to practical completion, final account, and close-out. Professionals should have experience of contract administration under NEC4 Engineering and Construction Contract (including Options A, C, and E), JCT Design and Build Contract 2016, or JCT Standard Building Contract 2016. Experience of public sector procurement routes, including Find a Tender Service and Contracts Finder, is valued.

CDM Principal Designer & Health and Safety

Qualified CDM Principal Designers with practical experience of fulfilling the statutory duties under the Construction (Design and Management) Regulations 2015, including planning, managing, and coordinating health and safety during the pre-construction phase, managing pre-construction information, coordinating design risk elimination and reduction, and preparing the Health and Safety File. We also welcome CDM Advisers with experience of supporting clients in a non-statutory advisory capacity. Relevant qualifications may include CMIOSH, Tech IOSH, GradIOSH, APS membership, or equivalent.

Employer’s Agent & Contract Administration

Professionals experienced in the Employer's Agent role under JCT Design and Build Contract 2016 — including certifying interim and final payments, reviewing Contractor's Proposals against Employer's Requirements, assessing variations, and managing the rectification period — with strong NEC4 Engineering and Construction Contract and JCT Standard Building Contract 2016 contract administration skills and commercial acumen. MRICS, FRICS, or equivalent professional standing is typical.

Real Estate Advisory & Development Consultancy

MRICS or FRICS chartered surveyors and real estate professionals with expertise in development consultancy, feasibility appraisal, site acquisition due diligence, and strategic asset management across commercial and residential sectors in England and Wales. Experience of advising local authorities, housing associations, or private developers on capital investment decisions is particularly valued.

Healthcare Construction & Specialist Facilities

Consultants with experience of healthcare construction project management and design coordination, including oncology treatment centres, LINAC vault installations, proton therapy facilities, radiation protection bunker design, NHS refurbishment programmes, and specialist clinical environments. Experience of coordinating with clinical equipment manufacturers (e.g., Varian, Elekta) and compliance with the Ionising Radiations Regulations 2017 (IRR17) is highly desirable.

Quantity Surveying & Cost Management

MRICS or FRICS quantity surveyors and cost consultants with experience of pre- and post-contract cost management, value engineering, final account negotiation, and life cycle costing across multiple procurement routes — including NEC4 Engineering and Construction Contract (target cost and activity schedule options), JCT Design and Build Contract 2016, and JCT Standard Building Contract 2016. Public sector experience with auditable cost reporting and compliance with public procurement regulations is particularly valued.

Frequently Asked Questions

No. The Benchmark Lead Consultants Associate model is not employment. Associates are self-employed professionals engaged on a project-by-project basis under an Associate Consultant Agreement. There is no contract of employment, no PAYE, no employer pension contribution, no obligation to accept work, and no mutuality of obligation between appointments. Associates are responsible for their own tax affairs, National Insurance contributions, and self-assessment returns. The Associate Consultant Agreement expressly confirms the self-employed status of each Associate, and Benchmark Lead Consultants does not exercise control over how, when, or where Associates deliver their work — only the professional standard of the output. This structure has been designed with reference to HMRC's employment status guidance and IR35 principles.
Yes. Associates are self-employed professionals and are free to maintain their own client relationships, contracts, and business activities outside of Benchmark Lead Consultants. The Associate Consultant Agreement does not contain a non-compete clause. Confidentiality obligations apply to Benchmark client information and project data, but Associates retain full freedom to operate their own practice alongside their Benchmark engagements.
Benchmark Lead Consultants maintains professional indemnity insurance, public liability insurance, and employer's liability insurance centrally. All work delivered under the Benchmark brand is covered by these policies. Associates do not need to arrange their own professional indemnity cover for Benchmark-branded engagements, although many Associates choose to maintain their own cover for work they undertake independently outside of Benchmark.
Associate fees are agreed on a project-by-project basis before each engagement commences. Fee structures are set out transparently in the Associate Consultant Agreement and confirmed in writing for each individual appointment. Benchmark Lead Consultants invoices the end client; Associates invoice Benchmark for their agreed fee. Payment terms are clearly defined in the agreement. Fee levels reflect the seniority, complexity, and value of each engagement.
Associates may describe themselves as an “Associate Consultant of Benchmark Lead Consultants” on their own CV, LinkedIn profile, or professional materials, subject to the brand usage guidelines set out in the Associate Consultant Agreement. Associates may not use the Benchmark Lead Consultants logo, branded templates, or other brand assets for work undertaken outside of Benchmark engagements without prior written consent. Full brand usage rights and restrictions are detailed in the Associate Consultant Agreement and covered during the induction process.
Benchmark Lead Consultants operates across England and Wales, with Associate Consultant opportunities available across both regions. Our project pipeline spans public and private sector construction and real estate engagements across local authorities, NHS trusts, housing associations, education institutions, and private commercial clients throughout England and Wales. Associates are not restricted to a specific geographic area and may accept projects across the full coverage area based on their availability and expertise.
Associates may terminate their Associate Consultant Agreement in accordance with the notice provisions set out in the agreement. There is no lock-in period and no penalty for leaving. Any live project commitments would be managed through a professional handover process to ensure continuity for the client. Associates retain the right to leave at any time, consistent with their status as self-employed professionals.
